Specs: 1 vCPU, 2 GB RAM, 50 GB SSD. No heavy traffic expected.

Budget VPS deals from tietokettu.net and inet.ws are good and reliable enough to sign up with.
Everything fits, the servers are fast, the channels are fast, the prices are very adequate and the support answer very fast. If it happens something, the support will respond very quickly. In general, I could not recall any drawbacks. I am really happy with everything.

For dev testing, you want something stable enough to not break your workflow. At that spec level, a lot of budget providers use oversold nodes - RAM and disk I/O suffer. If you go cheap, test it first with a short plan. Make sure backups are easy and reinstall is quick. And pick a location close to you for faster pings during testing. Honestly, if it's just dev work, even a small VPS from a no-name host can work - as long as you don’t care if it goes down once in a while. But don’t build anything you’ll need tomorrow on it.

if you’re doing dev work, don’t gamble on unknowns - even for $5 - your time’s worth more than that - look for providers with transparent specs, hourly billing, and real user feedback
