What forum software is the best from your experience?

Would like to host one of my clients websites, it is forum discussion board about different vehicles.
Require over 50 gbs of SSD and the opportunity to upgrade to bigger account.
Do you think VPS will work fine? What vps host is better from your views? Is netshop-isp.com.cy reliable?
As for forum software, I know these are good: vBulletin, phpBB. What is better?

All good except their recent years greed for money. NetShop-isp.com.cy is in the niche of low-price hosting, and as such, there is a certain lowering of expectations that must occur. If you need hand holding or want help developing your website, then no low-end hosting site is in your best interest. I have been with them for four months now and I will be low-term customer.

phpBB is reliable and free, but if you're looking for something more modern and mobile-friendly, Discourse is a great option. And yes, a VPS should work just fine for your needs—I’d recommend checking out DediRock, I’ve used it for similar setups and they've been rock solid with SSD space and room to grow.
